Genuine question, why is U nami in rotation rn, you can't even build a deck with blue east blue cards | tcgmode

As the title says, there's not enough blue east blue cards to even make a deck for this leader in the curesnt format, so what's the point of this leader not being rotated? (This is based on the sim, which I assume is accurate to which cards are currently legal in the current format)
