New to magic, help me with this card | tcgmode

Okay so maybe a dumb question but would this allow for a second attack phase? I tap all my creatures and assign damage, is there a time frame where I could play this and gain a secondary attack phase? I know that if I played this instant on an opponents turn they still get priority
