Why isn't Avenging Hunter Banned? | tcgmode

So many things that grant the initiative are banned, and I was wondering how Avenging Hunter has managed to avoid such a fate. It has evasion like the others do, and shows up in top-tier decks like Elves. Is it because green needs more good cards and banning this would make green too weak?
