If Irresistible Faefolk is moved to an empty battlefield, is he the attacker? Or does he control the battlefield first and then resolve the effect? | tcgmode

I am playing Azir (Yellow) and we had a hard time checking if he could proc his effect as attacker and move with sand soldiers.
