Question about Hamm | tcgmode

Sooo I’m planning to make a Toy Story Deck, but Ham confuses me a bit. Can the effect only happen once per game or once per turn? Say I play him on turn 4, wait out til turn 5, exert him, and play another character with Loose Change. Then, on turn 6, is that it or can I do it again?
