Moonfall ruling question | tcgmode

Does the card Moonfall create a reflexive trigger? I guess the situation I am trying to ask about would be, if my opponent uses moonfall to target 1 of my units to move it, can I choose to let it get moved, then use defy on the trigger to give enemy units here -2? Thanks for the help!
