Opponent has their Commander in their graveyard, and I play a reanimate spell on it | tcgmode

For the purposes of the question, let’s just assume they had a plan of action for letting their Commander sit in the Graveyard in the first place. Do I steal their Commander? Or can they send it to the Command Zone as it changes zones from Graveyard to Battlefield, and deny my attempt to steal it?
