I have a few guesses, but no solid knowledge: 1) It is only used when a game-ruining card would resolve? 2) The card advantage for your opponent doesn't mean much because you're drawing so many cards anyway? 3) It's the only unconditional counterspell at two mana that needs only one blue mana?...
