Why is "Elf" banned, and is it possible to remove it from the banned list without modifications, or would modifications be necessary? | tcgmode

I've played intermittently, so I never knew what caused this card to be banned. I understand that in the OCG I could recycle the Cockroach, but what did it do in the TCG to justify its ban?
