New rule clarification | tcgmode

So the new rules... how does it interact with smdr and in particular combined with Zaun Warren's? If I have no cards in hand I can no longer use Zaun Warren's to draw then get a rocket bake from trash? Rule in question is "May" Triggered abilities and extra conditions
