Question about sword of Shan-Yu | tcgmode

While I have this item on board, can I play a character, exert the item and exert my fresh character to ready one of my other exerted characters? Or does the character need to be “dried”? The sim lets this ability exert wet characters and I thought that wasn’t accurate. Thank you
