Doe this card have flash or is just worded like that? | tcgmode

This card is worded to be able to be played as if it had flash but the card does not actually have the word flash on it. im wondering if this would still be considered flash because I want to put it into a sonic deck thus if it did have flash this card would gain counters when sonic attacked. I ...
