Wrong pack in sleeved booster? | tcgmode

I'm not super informed about Pokémon but have seen some misprints/order issues on reddit before. How often does this happen? I bought 4 phantasmal flames sleeved booster packs and 1 mega evolution was inside surprised me. Target doesn't allow for refunds, and I clearly opened the outside package....
